Carbon Taxes and Maritime Transportation: An Estimate of Price Impacts

AAPA’s Manager of Energy, Resilience, and Sustainability Policy, Ian Gansler, graduated in May 2023 from the McCourt School of Public Policy at Geogetown University with a Master’s in Public Policy. For his Master thesis, he studied how an emissions tax on the maritime transportation system would impact freight prices. Specifically, his thesis studied how a tax would impact containerized cargo shipped from the Port of Shanghai. As policymakers look to mitigate emissions from the maritime sector, this research sheds light on how policy could increase the price of transportation and what policymakers can do to mitigate inflationary effects.
