AAPA submitted comments on November 21, 2023, to EPA Administrator Michael Regan urging the Agency to reverse course on its decision to make rail and truck intermodal depots eligible for the $3 billion Clean Ports Program. The Clean Ports Program was created by Congress in the Inflation Reduction Act (IRA), and the EPA is now straying from Congressional intent in its determination that “dry ports” be eligible for the funding.
